Martha’s Vineyard Regional High School District – Request forQualifications – CM at Risk

LEGAL NOTICE:

REQUEST FOR QUALIFICATIONS (RFQ)
CONSTRUCTION MANAGEMENT AT RISK SERVICES FOR
MARTHA’S VINEYARD REGIONAL HIGH SCHOOL PROJECT

The Martha’s Vineyard Regional School District (the “District”) hereby solicits Request for Qualifications for firms interested in providing Construction Management at Risk Services for the Martha’s Vineyard Regional High School building project (the “Project”). Firms interested in providing Public Construction Manager at Risk Services (“CM” or “CM at Risk”) for the Martha’s Vineyard Regional High School building project are invited to submit a Statement of Qualifications (“SOQ”) to the Owner/Awarding Authority. This CM at Risk services procurement is conducted pursuant to M.G.L. c. 149A, contained in Chapter 193 of the Acts of 2004. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in M.G.L. c. 149A. The Martha’s Vineyard Regional High School Building Committee (“MVRHSBC” or “SBC”) is prequalifying firms interested in providing public CM at Risk services for the Project through this RFQ process. The submitted SOQs will be evaluated based upon the identified evaluation criteria and the Prequalification Committee will select those Respondents it deems qualified. Only those Respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals (“RFP”) which will be issued in the second phase of the procurement process. The estimated project cost is $270,000,000.00.

The Project is currently in the Schematic Design (SD) phase. The District proposes to bring in the Construction Manager to perform services commencing immediately during the Schematic Design phase of the Project in order to contribute to comprehensive design, better logistics planning and constructability review as well as providing Schematic Design estimate, including reconciliation and VE as necessary; such services to include participating in high level design review, providing support during the member town voting processes relating to the Project, and preparing the preliminary construction schedule. The services provided by the Construction Manager during this Schematic Design phase will be performed for a fixed fee not to exceed $30,000.00. The CM at Risk fees for services for the later phases of the Project will be negotiated after approval of the Schematic Design by the District and will be subject to approval of the Project funding by the voters of the member towns of the District.

A non-mandatory Informational Meeting for interested firms will be held beginning at 3:30 PM on Wednesday, September 24, 2025. Interested parties should gather at the lobby of Martha’s Vineyard Regional High School located at 100 Edgartown Vineyard Haven Road, Oak Bluff, MA 02557.

RFQ proposal submissions shall be submitted by sealed envelope to: Martha’s Vineyard Regional School District, Attn: Mark Friedman, School Business Administrator, 4 Pine Street, Vineyard Haven, MA 02568, by the RFQ proposal submission deadline of 4:00 PM on Friday, October 3, 2025. The submission shall include one (1) original (unbound) and two (2) bound copies and one flash drive containing a “PDF” of the Statement of Qualifications with all required forms, attachments, supporting documentation. All envelopes are to be labeled, “RFQ for Construction Management Services, Martha’s Vineyard Regional High School Project, Oak Bluffs, MA”, with the Respondent construction management firm’s name, business address, contact name and title, telephone number and email address on the outer envelope. Late submissions, facsimile transmissions, and emailed Statements of Qualifications will not be accepted. Respondents are cautioned to allow sufficient time for mailed and delivered materials to be received.

The RFQ documents will be available starting Wednesday, September 17, 2025, and can be obtained by contacting the OPM, CHA Consulting, Inc., Aditya Modi, at amodi@chasolutions.com. Interested firms should complete the CM at Risk RFQ Interest Form to register with the Awarding Authority and email that form to the Owner’s Project Manager at amodi@chasolutions.com to receive updates and addenda. The MVRHSBC, on behalf of the Martha’s Vineyard Regional School District, the Awarding Authority, reserves the right to reject any and all proposals, waive minor informalities, and to award a contract in its best interest utilizing the two-phase solicitation process.
